JIPMER to hold CME programme on epithelial ovarian cancers


Puducherry: A one-day continuing medical education programme on 'Epithelial Ovarian Cancers' would be organised by the Regional Cancer Centre (RCC) at the Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) here.

The CME programme was being held as part of observance of the International Gynecologic Cancer Awareness Day, Head of Department of Radiotherapy in the RCC Dr K S Reddy said in a release here on Friday.

The programme was aimed at highlighting challenges faced in the diagnosis and treatment of ovarian cancers. A pamphlet on risk factors and screening options to educate on gynecologic cancers would be released on the occasion.

Australia edu revenue slumps heavily on declining foreign students


Melbourne: Australia's education sector has registered a massive fall of over 3 billion dollars in revenue from foreign students as number of overseas pupils plummeted.

Latest figures from the Australian Bureau of Statistics shows that the value of international students to the education sector has fallen by a whopping 20 per cent last year but the government has dubbed this decline “as expected, and a good thing”.

Australia's education sector that drew a large number of foreign students, including Indians, is one of the major revenue earners in Australia. However, figures from 2010 to 2011 showed a 3 billion dollar loss.

Tertiary Education Minister Chris Evans, while speaking at an education conference in Canberra, said the fall was restricted to vocational colleges which the government had targeted with reforms to stop “visa rorting” or dishonest practices, a report in 'The Australian' said.

Deloitte's report last year for peak group Universities Australia had predicted a worst-case scenario of just 3 per cent decline in 2011 across all education sectors. However, the figures reveal a 20 per cent fall last year alone.

The figures released yesterday show the growth in GDP slowed to 0.4 per cent in the December quarter from 0.8 per cent in the September quarter. More than a third of this can be attributed to losses in international education revenue.
In December, international education recorded an earning of 2.8 billion dollars, down from 3.7 billion dollars a year earlier a 26 per cent drop. Evans was “not concerned by the statistics reported and I don't accept the criticism”.

“The fall-off has been in the lower levels of vocational courses and that reflects the government's decision that I made when I was immigration minister to end the migration rorts. That sector was (characterised) by visa-rorting; people being sold a visa rather than an education,” he said.

Among the factors being cited for the drop in foreign students is a rapidly rising Australian dollar since 2009, tightening of the visa regime as well as migration rules.

IISER nod to single entrance test


New Delhi: The premier Indian Institutes of Science Education and Research (IISER), which admit some students through the IIT-JEE channel, gave nod to the single entrance test slated from 2013.

The common test entails merger of IIT-JEE and AIEEE for admission to undergraduate science and engineering programmes in central institutes like IITs and NITs.

The five IISERs in Bhopal, Kolkata, Mohali, Pune and Thiruvananthapuram have a total student strength of 600, of which roughly 150 seats at present are filled up through IIT-JEE channel.

At a meeting here on Friday, the directors of the IISERs informed that international Baccalaureate at higher secondary level is also an approved basis for admission to IISERs.

HRD Minister Kapil Sibal, who chaired the meeting, said the government will leave no stone unturned in getting the NIT Amendment Bill passed in the Budget Session of Parliament, officials in the Ministry said. The passage of the Bill will facilitate awarding of degrees to the students of IISERs.

While the minister emphasised on the need to reduce the time taken to obtain a Ph.D degree, the directors of the institutes were in agreement that in the case of exceptional students, provision should be made to complete in shorter period of time without diluting the quality, officials said.

Sibal also emphasised the need to speed up increasing student intake in these premier institutes. Sibal also appreciated the willingness of the IISERs to support the proposed science magnet schools to attract students.

He also lauded the IISERs to have mobile science labs in all states to mentor the teachers and to create enthusiasm among the students.

The appointment will be for a term of four years from the date of assuming office by Meena, a communique from Raj Bhavan said here today.

HC orders compensation to victims of sexual abuse in government school


Madurai: Madras High Court Bench here has ordered Rs 1.2 lakh compensation each to girl students of a government school who were sexually abused allegedly by their headmaster and directed the District Superintendent of Police to entrust the probe in the case to a woman DSP and file the final report within two months.

Disposing of two petitions filed by the parents the victims of the school at Pothumbu in the district, Justice K Chandru directed the District Collector to give Rs 1.2 lakh each to the girls, most of whom are Dalits, without waiting for the trial process to be completed.

Headmaster M Arogiasamy (54) was alleged to have sexually abused several girls studying from fifth to 10th standards for several months. A case was registered against him in July last year and he surrendered to police almost a month later amid protests by various women's organisation demanding action.

Noting that three inquiry reports, including one by the rural police, gave different number of victims, the court directed the collector to ascertain the veracity of the complaints enabling disbursal of compensation.

Directing the SP to personally monitor the progress of the case by calling for fortnightly reports from the investigating officer, the court also asked him to file the final inquiry report within two months. The investigating officer must have enough sensitivity while examining the children.

The Judge directed the trial court not to insist the children to be brought repeatedly and also to prevent the accused or the counsel from cross examining them directly.

He ordered that Arogiasamy be kept under suspension till the completion of the criminal trial and directed the Police not to allow him into Pothumbu village till a final report is filed before the appropriate criminal court.

Doctors can not treat with unrecognised foreign degrees


New Delhi: Doctors possessing medical degrees from an off-shore overseas campus cannot practice in India if the certificate awarded to them is not recognised by the country in which the college is located, the Supreme Court has ruled.

A bench of justices R M Lodha and H L Gokhale passed the ruling dismissing a bunch of appeals by students of Tamil Nadu-based Vinayaka Medical Research Foundation (VMRF), challenging refusal of the Medical Council of India to recognise their degree from the varsity's off-shore campus in Thailand.

The MCI had refused to recognise the degree on the ground that the same was not recognised by Thailand and, hence, did not constitute a “primary degree” for the purpose of according recognition in India.

“Admittedly, the provisional degree awarded by the VMRF to these students is not recognised by the Medical Council of Thailand. These students, who claim to have completed their course in the off-shore campus of VMRF, are not entitled to register the degree awarded to them by VMRF with the Medical Council of Thailand.

“The provisional degree awarded by VMRF to these students, therefore, does not amount to primary medical qualification. The view taken by the division bench that the students do not possess eligibility of primary medical qualification, thus cannot be said to suffer from any illegality,” Justice Lodha writing the judgement said.

A division bench of the Madras High Court had earlier upheld the MCI's appeal against a single judge's order who had directed the regulatory body to permit the students to write the screening test.

Under MCI's regulation 2(f) of 2002, “Primary Medical qualification means a medical qualification awarded by any medical institution outside India which is a recognised qualification for enrolment as medical practitioner in the country in which the institution awarding the said qualification is situated and which is equivalent to MBBS in India.”

The apex court said the MCI rules were clear that students passing out from the off-shore campus at Thailand would be treated as those holding a foreign medical degree and required to qualify the screening test as per the provisions of Indian Medical Council Act, 1956 and MCI rules.

“Moreover, nothing has been shown either to the high court or to us that the course in Thailand is in any way recognised or is approved by the Medical Council of India,” the bench added.

NIRD felicitated by AARDO for contribution in rural developmnt


Hyderabad: The National Institute of Rural Development (NIRD), a training, research and consultancy organisation under the Union Ministry of Rural Development, has received an award from the Afro-Asian Rural Development Organisation (AARDO) in recognition of its contribution in the field of rural development.

Union Rural Development Minister Jairam Ramesh presented the award to M V Rao, Director General of NIRD on March 5 during the Golden Jubilee celebrations of AARDO in New Delhi.

Earlier, NIRD also received the Bloomberg UTV B-School Leadership Award 2012 on February 18, 2012 in recognition of the services rendered by the Institute, NIRD said in a release.

IGNOU conducts science quiz for jail inmates


Nagpur: The regional hub of Indira Gandhi National Open University (IGNOU) conducted a science quiz for the inmates of Central Prison here.

As many as 30 questions were asked and prisoners displayed a tremendous amount of knowledge with their quick replies even before the question could be completed, authorities said.

The event was a joint initiative between the IGNOU and Nagpur chapter of the Indian Science Congress.

The winners were awarded merit certificates and a book on science on the sidelines of the National Science Day on February 28.

Vice-Chancellor of RSTM Nagpur University, Vilas Sapkal, IGNOU Regional Director Dr P Shivaswroop and Superintendent of Central Prison here V V Shekdar distributed certificates to the winning inmates at a function here.

Central Prisons in Nagpur and Amravati are the IGNOU Study Centres in Vidarbha from among 13 districts of Vidarbha (nine districts) and Marathwada (three districts). 

Assam govt proposed to set up minority university


Guwahati: Assam government has sent a proposal to the Centre for setting up a university for minorities, who constitute about 30 per cent of the state's population.

"The proposal was made to Union Human Resources Development Minister Kapil Sibal recently and he has assured us about looking into the issue," state Education Minister Himanta Biswa Sarma said.
    
The proposal was put before Sibal during the recent meeting of education ministers in New Delhi, he said.
    
Under it Assam would have an university on the lines of Aligarh Muslim University and Jamia Millia, which have been granted the status of minority university.
    
"Institutions like AMU and Jamia have set up standards of excellence in education. We need to emulate the practice," Sarma said.
    
Besides, Assam has also demanded that the Centre provide financial assistance to state universities in line with central universities to make them more competitive, he added. 

NCERT starts dispatching textbooks to distributors

New Delhi: With the new academic session soon to begin, National Council of Education Research and Training said it has already started dispatching textbooks to its distributors to ensure that there is no scarcity of books in the market.
 
The council, which has been confronted with shortage of school books since the last two years, said it has "already started dispatching books to its wholesale distributors across the country in a phased manner".
 
All the textbooks, in three languages — English, Hindi and Urdu, are also available online and can be downloaded free of cost from www.ncert.nic.in for non-commercial use, NCERT said in a statement.
 
Around three-and-a-half crore textbooks are estimated to be required this year, it said.
 
"If the books are not available for some unavoidable reasons in certain places, then NCERT also allows bulk purchase to schools from its sales counters," the statement said.
 
The sales counters at the headquarters of NCERT in Delhi and its Regional Production-cum-Distribution Centres in Kolkata, Ahmedabad and Bangalore are open from 10:00 AM to 4:00 PM on all five working days of a week, it said.
 
NCERT books are not only followed by CBSE but also by several state boards. 

Financial grants to village schools to open sanitation clubs


New Delhi: The Centre is planning to give financial grants to village schools to open sanitation clubs in order to create awareness among students about the health impact of open defecation.
    
"I have suggested why not give Rs 3000 for nirmal (sanitation) club so that students can realise the importance of clean and green environment," Rural Development Minister Jairam Ramesh said here.
    
Addressing a group of liberated manual scavengers during his visit to headquarters of Sulabh, a service organisation, here, he said India stands at third place in terms of economic development but the country has an astounding number of 60 per cent people defecating in the open.
     
Ramesh, who also holds the portfolio of Drinking Water and Sanitation, urged the political parties to bring issues like safe drinking water and sanitation on the top of their political agenda.
    
Instead of discussing the politics of caste and religion, "I believe the important issue is toilets," the Minister said.     
"If you do not increase toilets and use them, what will you achieve by launching satellites," Ramesh asked.
    
The Minister said that the government is considering to increase the grant of Rs 3000 to Rs 7000 to 8000 for the construction of individual toilets in rural areas.
   
Indicating 40 per cent increase for sanitation sector in the annual budget this year, he said the Government would focus on the implementation of sanitation related issues at gram panchayat level.
    
Appreciating the efforts of Sulabh International in the field of Sanitation, Ramesh urged its founder Bindeshwar Pathak to focus on rural areas to achieve the target of total sanitation in the country. 

HC directs WB colleges to hold elections under CEO supervision


Kolkata.  In a significant step, the Calcutta High Court today directed that all students' elections in colleges be held under the strict and close supervision of the Chief Electoral Officer, West Bengal, in view of the recent violence in several campuses in the state.

Justice Tapen Sen directed that all elections in colleges must be held under the supervision of the CEO till a seven-member committee, appointed by the state government, frames guidelines for students' elections in accordance with the Lyngdoh Committee report. The court also advised the students' bodies to concentrate more on their studies and to "refrain from identifying themselves with any particular organisation".

 "They may contest elections, but such elections should be purely students' elections and should be used as a shield to protect their academic interests but not as a sword to destroy it," Justice Sen observed.

 Taking suo moto notice of documents produced by the government and concluding that judicial intervention was necessary, the court directed that the CEO would be in charge of these elections and would be entitled to seek assistance of the state Director General of Police (DGP) for providing all help so that the elections are conducted in a peaceful and fair manner.

 "The DGP will render all cooperation to the CEO whenever he so desires and on each day of the elections, he will ensure adequate deployment of police force in the area in question so that no untoward incident occurs," Justice Sen directed. The court further directed that the dates and programme of the election schedule shall be set out by the CEO and the college authorities would render total support to him in this regard

Konwar appoints Lalan Kumar as JP University syndicate member


Patna. Bihar Governor Devanand Konwar today appointed state Youth Congress president Lalan Kumar as a member in the syndicate of JP University, Chapra.

According to a notification issued by Raj Bhawan, Konwar said in exercise of his power as Chancellor of universities in Bihar, he appointed state Youth Congress president Lalan Kumar as member of the Jaya Prakash University, Chapra. In the notification, the Governor said under Section 22(1)(J) of Bihar State Universities Act 1976 as amended upto date against the vacancy existing due to former MP Ranjit Ranjan being inducted as syndicate member of B N Mandal University in Madhepura, Lalan Kumar was thus being appointed as syndicate member of JP University, Chapra.

 Meanwhile, state Congress president Mahboob Ali Kaiser and party leaders Rashid Fakhri, Lalit Kumar, Sajiv Singh, Vibha Kumari, Md Kamran, Geeta Devi and Rohit Kumar congratulated the state Youth Congress president for the appointment. Stay on VSS Medical College eviction drive lifted


Cuttack: The Orissa High Court has vacated a stay granted on eviction of encroachers in the VSS Medical College and Hospital campus and directed the state government to continue its eviction drive after dismissing the petition.

The division bench of Chief Justice V Gopala Gowda and Justice B N Mohapatra, while yesterday dismissing another petition with a similar prayer, asked the government to complete the eviction drive soon and submit a report to the court within 10 days.

Last year, the HC had asked the government to launch a massive eviction drive inside the campus of the hospital and remove all encroachments when the students of the medical college had alleged that anti-social elements were creating nuisances in the campus.

The court, however, had granted a stay after hearing a petition filed by Sasmita Panigrahi praying for a halt to the drive. Encouraged by the stay order obtained by Sasmita, another person Gouri Das, too, approached the High Court with a similar prayer.

But this time when the matter was listed before the court of the Chief Justice, the government counsel told the court that the eviction process had come to a halt because of the stay order granted by another bench of the HC.
The bench headed by the Chief Justice tagged both the cases and adjudicating over it jointly dismissed the petitions.

Teachers turn students, learn better ways to teach English


 In a bid to improve the quality of performance of Class X students in English language in the forthcoming public examinations and also to increase the pass percentage in the same subject, a workshop has been organised for 160 teachers by the School Education Department of the Tamil Nadu government.

The teachers are from government and aided schools from all over Kancheepuram District. The workshop is being held at Sekkizhar Government Higher Secondary School in Kunrathur near Tambaram to motivate the teachers so that they can teach students better and inspire them to excel in English.

Senior teachers of the language in different government schools said they attended a 10-day programme in Tiruchi a few weeks ago. In the programme, they were exposed to modules prepared by Rashtriya Madhyamik Shiksha Abhiyan and Regional Institute of English, Bengaluru.

These teacher-resources persons will train English language teachers from all government and aided schools. In the five-day workshop that began last week, teachers handling this subject were drawn from all Panchayat Unions (Development Blocks) of Kancheepuram District.

Many teachers opined that compared to the previous year, the syllabus in English had become more ‘advanced' and so had the pattern of the question paper. Another unanimous opinion among the teachers was students appearing for the class X public examinations should also have ‘aural oral' tests at the school level itself, similar to practical examinations in laboratories for science subjects. Students appearing for class XII examinations are already subject to these tests and twenty marks are allotted for it, the teachers pointed out.

The basic objective behind the workshop was to create a reservoir of skilled teachers and to create an awareness of the trends in English language teaching and teacher training. Other thrust areas include improving the language proficiency of students

According to the resource persons, the pass percentage in English among class X students in the public examinations in 2001 was around 70 per cent. With students all set to appear for an entirely different type of examination based on a new syllabus, it will have to be seen if students were able to adjust to the new method over the conventional one followed for decades.

Srinagar NITs intake capacity increased to 632 seats: JK Govt

Jammu: The intake capacity of National Institute of Technology (NIT) at Srinagar has been increased to 632 seats, Jammu and Kashmir Education Minister Abdul Gani Malik said.
    
"The erstwhile Regional Engineering College, Srinagar has been upgraded to the level of NIT and its intake capacity has been increased from 330 to 632 seats," Malik told the Legislative Council here.
 
He said admission to NIT, Srinagar is made on the basis of AIEEE merit list.
    
Malik said 50 per cent of the seats are reserved for students of the state and rest for students on all-India merit basis.

Cloud computing to create 2mn jobs in India by 2015-Microsoft


New Delhi: With an increasing number of companies adopting cloud computing, over two million jobs are expected to be created in India by 2015, a study by software giant Microsoft said.
The cloud technology is also projected to generate nearly 14 million new jobs worldwide in the same time, the study conducted by research firm IDC for Microsoft said.

Cloud computing, which is Internet-based, facilitates sharing of technological resources, software and digital information. This emerging field functions on a pay-per-use model, helping technology companies to bring down cost.

"A common misperception is cloud computing is a job eliminator, but in truth it will be a job creator — a major one," Chief Research Officer and Senior Vice President John F Gantz of IDC, which conducted the study, said.

Job growth will occur across continents and throughout organisations of all sizes because emerging markets, small cities and small businesses have the same access to cloud benefits as large enterprises or developed nations, he added.

IDC estimated that in 2011, IT cloud services helped businesses around the world generate more than USD 600 billion in revenue and 1.5 million new jobs.

According to the study, more than 50 per cent of the 14 million jobs would be generated in the small and medium businesses.

Further, more than two million jobs each will be generated in the 'communications and media' and manufacturing sectors, followed by banking at over 1.4 million.

Saying that cloud computing posed a compelling opportunity for businesses and governments around the world, the study said India is uniquely positioned to take advantage of this opportunity.

"India is uniquely poised to leverage this opportunity with factors like an unparallelled ecosystem of developers, Independent Software Vendors and System Integrators, no legacy IT systems and a high growth rate of economy contributing towards growth of cloud computing," Microsoft India GM Business and Marketing Floris van Heist said.

The study also estimates revenues from cloud innovation to reach USD 1.1 trillion per year by 2015.

Combined with cloud efficiencies, this will drive significant organisational reinvestment and job growth, it said.

The study also indicated that countries investing in key cloud infrastructure will experience greater job growth.

The factors determining the number of jobs that might be created in a particular country include projected level of spending on IT, degree of automation, workforce size, amongst others.

Guidelines for schools to eliminate corporal punishment


New Delhi: Schools should constitute special monitoring cells to take prompt action in cases of physical punishment of children, according to guidelines unveiled by National Commission for Protection of Child  Rights to eliminate corporal punishment.
The guidelines suggest that Corporal Punishment Monitoring Cells (CPMCs) should hear grievances related to corporal punishment, child sexual abuse, mental harassment and discrimination without any delay and should forward recommendations to district level authorities within 48 hours of the occurrence.

The NCPCR's "Guidelines for eliminating corporal punishment in schools" also suggest a number of measures for affirmative action in schools for positive engagement with children.

They suggest that school teachers should provide a written undertaking stating that they would not engage in any action that could be construed as amounting to physical punishment, mental harassment or discrimination.

Another novel idea suggested by NCPCR is for schools to have annual social audits of physical punishment, harassment and discrimination. The guidelines suggest that results of the audit should be made public before start of every new academic year.

The guidelines advocate that an environment free of corporal punishment should be stipulated as one of the conditions for giving recognition to schools by the state governments.

All school children should be informed through campaigns and publicity drives that they have a right to speak against physical punishments, mental harassment and discrimination.

Officials said that NCPCR has constituted comprehensive Guidelines following a detailed study which was conducted in 2009-10 involving 6,632 children across seven states.

The study had found that out of the 6, 632 children, 6,623 children had reported experiencing some kind of punishment. As many as 81.2 percent children had been subject to outward rejection by being told that they were not capable of learning or some other kind of verbal punishment.

Of all the interviewed children, 75 per cent reported that they had been hit by a cane while 69 per cent had been slapped on the cheeks. The cruel practice of giving electric shocks was also reported by 0.4 per cent of the interviewed children.

Based on the findings of the report the NCPCR experts have come out with guidelines which stress on "positive engagement" with children.  
The guidelines advise teachers to pay positive attention to children and appreciate good efforts while ignoring minor lapses. The NCPCR also suggest that workshops should also be held so that teachers can also learn from each others' experience.

They also lay down that Life skills education should be made a part of school curriculum and should address issues of self esteem, aggression, drug abuse, decision making, coping with stress and others.

"Appropriately implemented life skills education should lead to improvements that have long term effects on the behaviour of children," the NCPCR guidelines state.

The NCPCR has demanded that all staff associated with schools should be subjected to these guidelines and ensure that all children enjoy their rights as per the Right to Education (RTE) Act.

Speaking on the occasion Minister of State for Women and Child Development Krishna Tirath said that "these guidelines will serve as an important tool for sensitisation and creating awareness on the subject amongst various stakeholders."

While commending NCPCR for the guidelines, Tirath said that there was a need to set up State Commissions for Protection of Child Rights (SCPCR) in all states.

"I have been writing, and urging all Chief Ministers and UT Administrators to set up the SCPCR, but to date, only thirteen have done so," Tirath said. 

Three National Law University campuses to come up in Maharashra


Mumbai: National Law University (NLU) campuses will come up at three places in Maharashtra, including Mumbai, for encouraging and promoting advanced learning in the field of law.
Minister of State for Higher and Technical education D P Sawant told that the three places are Shendra near Aurangabad, Vasai near Mumbai and in Nagpur.

The existing law colleges will be attached to the main universiy. Certificate courses in cyber and forensic laws will be upgraded to degree courses and attached to the NLU, he said.

At present, there are such universities in 14 states. He said the NLU proposal will be approved before the Cabinet soon and it is likely to come up for discussion in the ensuing Budget session of the state legislature. 

Himachal Pradesh signs MOU with NTPC for Engineering College in Bilaspur

Shimla: Himachal Pradesh government signed an MOU with National Thermal Power Corporation (NTPC) for setting up of an Engineering College with hydropower engineering a speciality in Bilaspur district of the state.
   
The MOU was signed by S.K. Dass, Principal Secretary (Technical Education) on behalf of Himachal government and S. C. Gupta, General Manager Kol Dam Hydropower Project on the behalf of NTPC in the presence of Himachal Chief Secretary, Rajwant Sandhu here.
     
Sandhu said the engineering college would be set up at a cost of Rs. 100 crore and NTPC was contributing Rs. 37.5 crore for the project.
 
The construction work would start soon.
 
This would be first engineering college of its kind in the country.
     
NTPC, which was only executing the thermal power projects, has taken the first hydropower project and was executing the 800 MW Koldam project in Bilaspur distrit. 

Applications invited for PG Diploma in Journalism


Chennai: Asian College of Journalism, Chennai  invites applications for admission to the Postgraduate Diploma programme of 2012-2013.

Annual day celebration with prizes given to merit students


Gwalior: Once a stage was set in ITM University and this the function was the annual day celebration. Students performed from traditional folk dance to hip-hop, whole event was a mixture of Indian and western.

After the event students who did an excellent job in the field of education and secured their name in merit list were given prizes. ITM University’s annual day celebration has given a new spark by honoring students who made university proud this time.

Celebration started with traditional Indian way of worshiping lord Ganesha and then joined in by the traditional folk dance performances.

CM promises support in establishing Cloud Computing Centres


Chennai: US-based software giant Microsoft today discussed the prospects of further investments in the fields of education and e-governance with Tamil Nadu Chief Minister J Jayalalithaa while she promised support in establishing Microsoft Cloud Computing Centres.

"Jean Philippe Courtois, President, Microsoft International, met the Chief Minister and discussed about further investments in the fields of education and e-governance," an official release here said.

Courtois, accompanied by Pratik Mehta, Director, Microsoft India, among others, recalled an agreement signed between his firm and Jayalalithaa government in 2005 which was aimed at accelerating IT literacy among Government School teachers and students in the state.

 "He informed that Microsoft Corporation is desirous of extending their core programmes such as Faculty empowerment for non-IT faculty at higher education level, Peer coaching programme for select Teachers, and Nurturing software start-ups and Establishment of Cloud Computing Centres," the release said.

Jayalalithaa 'promised' the delegation of all help in collaboration with Microsoft Corporation for the training programmes and in establishing Cloud Computing Centres, the release said.

Nitish rules out scam in Bihar schools


Patna: Bihar Chief Minister Nitish Kumar today refuted opposition's charge of a fake enrolment scam in government schools in the state. However, he conceded there was a discrepancy in the number of students enrolled and those the attending classes.

n by BJP MLA Achyutanand, said the problem has been caused due to scrapping of the school leaving certificate (SLC) for admission to another school, and blamed the erstwhile RJD government for it.

The discrepancy came to the fore after launch of health guarantee scheme mandating issuance of health cards to all students upon furnishing of all details about them. It was found that same students were registered in different classes of the same school or even different schools at the same time, he said.

The discrepancy was a matter of concern, Kumar said adding his government had tried to improve enrolment rate in Bihar and attained 97 per cent enrolment rate by 2011 as against 88 per cent in 2005.

However, the state government was not content with and wanted to improve quality of education and had implemented schemes like providing them books, uniforms and bicycles and mid-day meals, he said.

NCC to hone cadets English skills for easing recruitment


Jaipur: With an aim to make cadets more confident and raising their chances to get recruited in defence services, NCC is now looking to set up 'language labs' in its units.

"We must have language labs where we can give training to cadets on languages particularly English so as to improve their confidence level and making them more capable," DG NCC Lt Gen P S Bhalla told reporters  at NCC complex here.

The NCC's motive is to promote the cadets to join armed forces and a good command over English will surely help them, he said.

"Such labs do exist in some places but these are in schools and colleges and we are sharing with them. The number is around 25-30 but we need to have more than 100 and in next 6-8 month we plan to increase the existing number," he said.

Emphasising on the enrolment of girl cadets, Bhalla said,  current percentage of girl cadets in Rajasthan is only 18 against the national percentage of 25 and NCC plans to increase it to 30-33 per cent in the next 3-4 years.

"It is important for giving equal opportunities for girls and for that we are raising another girls unit in Rajasthan. We will raise three units in the state and one of them will be for girls," he said.

Currently, there are two NCC units for girls in the state including one in Jaipur.

"The new unit could be in Jaipur or Jodhpur depending upon the number of girls," he said.
Bhalla said, NCC will increase its strength to 15 lakh from present 13.4 lakh cadets and improve training structure in next three years.

He said that the NCC has a plan to raise 5 Group HQs and 60 units in the country in five years out of which 1 HQ and 12 units have already raised last year. 

IMA delegation meets Maha health minister

Chandrapur (Maha): Indian Medical Association delegation along with its Chandrapur chapter submitted a memorandum to Maharashtra government for setting up a government medical college.
 
The delegation comprising top IMA office-bearers requested health minister Suresh Shetty in Mumbai to look into the demand, said Dr Mangesh Gulwade, Joint Secretary of IMA Chandrapur.

Parents gear up to cough big fees in nursery admissions

New Delhi: After successfully clearing the rigorous process of securing the elusive nursery seat for their tiny tots, parents in the capital are gearing up for the last but big hurdle-fees that range between Rs 75,000 and Rs 1.25 lakh in almost all sought-after schools.

Some schools are even demanding three to four lakh rupees to ensure a child's admission under their 'highly- manipulative' management quota, parents and experts allege.

"We have lost all hope of our son's admission as the schools where he was shortlisted have asked us more than Rs one lakh to secure our child's name in the final list," said Arti Sharma, a south Delhi resident.

"I have applied to more than 10 schools, but none of them have selected my child. And where he was shortlisted, they are asking so much money which I cannot afford. His chances of getting admission this year looks very slim," Sharma told.

Ranjit Arora, a resident of Pitampura who had applied to more than 20 schools, also has a similar story.

"My son didn't get selected in any school. Surprisingly, however, a few good schools offered my child a nursery seat but for a hefty amount," Arora said. Sumit Vohra, founder of admissionsnursery.com, said such complaints are a regular feature on his forum.

"A minute look at our website could show you hundreds of such donation-related complaints posted by distraught parents this year," Vohra said.

"It seems as if some schools have converted their general seats into paid seats under the highly-manipulative management quota which is a very disturbing phenomenon," he said.

Unhappy with the Directorate of Education (DoE) for not taking adequate steps to prevent such 'corruption', parents are now venting their anger on the online forum.

Parents have alleged how some schools have turned nursery admission into a money-minting business.

Educationists also pointed out that fees in top schools are going to leave a big hole in the pockets of parents.

According to the fees structure available on the websites of some schools, one has to pay Rs 95,220 towards tuition fees of a year, Rs 14,283 as development charges and Rs 14283 as annual charges, besides other minor charges.

According to experts, the nursery season also saw two disturbing trends such as advance booking and the policy of first-come-first-serve.

Ishwar Natrajan, a resident of Anand Vihar, says he is a victim of the first-come-first-serve policy that spoilt his daughter's chances of getting admission in a neighbourhood school of which he himself is an alumnus.

"My daughter's name appeared in the list of selected candidates in the school, but when I went to the school, they told me the admission are over and they had adopted a first-come-first-serve policy," he said.

"I have also complained about this to the Directorate of Education (DoE), Delhi, but is yet to get any response," said Natrajan. When contacted, Shashi Kausal, Additional Director of DoE, declined to comment.
